There is no new Labor Law. NOC is needed, regardless if your visa gets cancelled or transferred. Unless a few cases, NOC is needed always. If your present employer does not provide you with the NOC, you automatically will receive a 6 months ban from MOL. With this ban you only can take employment at FZs.
The 6 months work ban is not imposed by the employer, you'll receive it automatically from MOL. Ask for the NOC BEFORE you resign. If you can't get the NOC, you'll have to return home and re-enter the UAE on a new employment visa from a new sponsoring company.
